The English Language Proficiency Standards (ELPS), as required by 19 Texas Administrative Code, Chapter 74, Subchapter A, §74.4, outline English language proficiency level descriptors and student expectations for English language learners (ELLs). School districts are required to implement ELPS as an integral part of each subject in the required curriculum. Educators can use A Consumer’s Guide to Evaluating a Core Reading Program, Grades K–3: A Critical Elements Analysis, developed at the University of Oregon, to evaluate their K–3 core reading program in the five critical components of reading: phonemic awareness, phonics, fluency, vocabulary, and comprehension. Such an evaluation is a key step in strengthening the core program.
